The availability of such a mode would be less certain than with a more strongly proposed mode. An implementation should avoid emitting messages/files using an "optional" mode. It is OK to do your own thing in some situations, but the idea that OpenPGP should incorporate the idea of "optional" modes should be resisted. Such modes are only helpful in negotiating protocols like TLS.
